Mexico City was built to flood.

Over 700 years ago, the largest city in Mexico was built on a lake–literally. Each rainy season in Mexico City seems worse than the last, and year after year it is said to have broken its own record for the amount of water falling from the sky.  The capital’s residents, exhausted from living in an already stressful city, endure months of collapsed streets, endless traffic, and disaster zones where neighbors lose their possessions, while authorities pass the blame around, attributing the problem to geography or the environment.

And the contrast is stark.  Most of the year, the news headlines are about the lack of water in Mexico City.  But that quickly changes when the periodic storms dump torrents of rain on the city. The streets swell quickly.
