On February 18, 1939, the Long Beach Independent newspaper featured a story on Colonel Charles L. Heartwell who lived in Bluff Park and ran the Department of Motor Vehicles One of the first license plate collectors, Heartwell hung the license plates on a wall in his Long Beach garage.
